Enhancing the role of military
peacekeepers in postconflict peacebuilding: Revisiting the center of gravity

Military forces deployed on peace operations can play an enhanced
role in posttonflict peacebuilding. The forces themselves provide the
local population with an important early model for a responsible security
institution that is under civilian control and operating according to
the rule of law. Their intemal social processes and range of professional
skills represent a microcosm of the host civil society, which can be exploited
in the peacebuilding process. The article outlines how a minor change
in approach by peacekeeping forces can at once enhance their security
mandate, provide for better force protection, and contribute positively
to the peacebuilding effort.

Changing international relations and the
role of the military in post-conflict peacebuilding operations

The article starts with an analysis of the implications of changing international
relations for international security. It describes the »newse curity
dilemma,« which necessitates a more innovative approach in dealing
with the security challenges of the twenty-first century. Further, it
addresses the concept of post-conflict peacebuilding, the role of the
so-called postmodern military in the post-conflict context, and the transformation
processes that confront the military. The latter necessitate security
sector reform as a key task for intemal and external actors involved in
post-conflict societies. Finally, the article offen some recommendations
on military contributions to post-conflict peacebuilding activities.

NATO, EU, and ad hoc coalition-led
peace support operations: The end of UN peacekeeping or pragmatic subcontracting?

Increasingly, developed nations prefer to commit their troops
to peace support operations that are led by NATO, the EU, or ad hoc coalitions.
These missions are deployed in regions of strategic, economic or political
interest to troop contributing nations, most recently to Afghanistan and
Iraq in the context of the US-led counter-terrorism campaign. Other missions,
particularly those responding to conflicts in Africa, are left to the
devices of the UN and indigenous regional and subregional organizations.
With a focus on the US and the UK, the article explains why developed
nations have such disdain for UN-led operations, which might further weaken
UN-led peace support missions despite continued troop commitments from
developing states.

Expanding peacekeeping
functions for peace operations
Ho-Won Jeon
Reflecting on the recent experiences of multinational missions,
this article investigates both the potential and limitations of various
types of international military operations aimed at peacebuilding. Operational
modes of forces should be able to respond to various poiitical and miiitary
circumstances derived from post-conflict environments. By offering a omparative
assessment of different operations, the article further examines the ways
in which peacekeeping can contribute to establishing durable peace in
divided societies.

The new security risks are network centric, transnational and
asyrnmetric. They originate from problems within rather than between states
and involve non-state actors ready to use force to accomplish their mission.
Today's security institutions are not ready to meet this challenge. A
fundamental reform is necessary in order to establish cross-organizational
processes and structures, improve the CO-operabilitya mong various security
sector actors and strengthen joint capabilities needed to tackle the new
security risks.

The assassination of Sheikh Ahmed Yassin, spiritual leader of
the Palestinian Hamas, raises questions regarding the legality, the purpose
and the possible consequences of the operation. For its policy of ~targetedk
illingsu, Israel claims the right of preventive self-defence, just as
the United States did when they attacked Iraq in 2003. However, it seems
that it is not prevention but victory that really matters. For in the
wfog of war*, Arie1 Sharon could succeed in sounding the death knell to
the vision of a two-state Solution acceptable to both sides. It remains
to be Seen whether under these circumstances Hamas will undergo political
transformation, share authority with other Palestinian groups and participate
in administrating the Palestinian territories.

Actions by militant Palestinian Islamic organisations like the
HAMAS or the so called Islamic Jihad determine the perception of the Middle
East conflict by the Western media. The way in which these organisations
make use of the Intemet is not as well known as the actions and has not
been the object of academic interest so far. Beyond the original function
of the militant's websites, which was propaganda, new opportunities to
use the medium have become clear. While recruitment via the Internet still
is an exception, the websites can be used to keep the present and future
Sponsors informed on the progress. Another field of research that has
to be investigated further is the effect that these websites have on the
Muslim community and the Western diaspora.

and theory. In contrast to the pure Cadets Academy education of other
nations, the Prusso-German aspirant officer for centuries has first learned
the practical soldiering of his arm or service on all levels before enriching
these experiences with theoretical knowledge in special officer Courses.
The article reviews the development of Prusso-German officer training
throughout the past two centuries, describing the various preconditions,
main emphases, objectives and results. The conclusion discusses the recent
problems and the future challenges of today's German officer training.
