The Politics of Security:
A View from New York Five Years After 9/11

The politics of security in the United States after September
11th 2001 has resulted in the expansion of executive power under Cover
of intense politicization. At the same time a new logic of collective
security is emerging centered around vital Systems« as infrastructure
becomes increasingly vulnerable to real attacks and natural disasters.
The result is a discourse of preparedness marked by a historic bureaucratic
reorganization. This reorganization will have long-term effects on the
structure and logic of both domestic and global security, and will also
CO-exist uneasily with the Bush Administration's focus on increasing the
power of the executive office.

Der »Dschihadismus«:
Gewaltideologie einer politischen Sekte

The fight against terrorism with traditional instruments of
power like armed forces, police and repressive diplomacy often misses
the intended effect. The recognition that organisations of fighters under
the ideology of the »jihad« have similarities with the structures
of sects, must be taken into account in the fight against the Islamic
terror. The leading heads of the Islamic terror are rather >>propagandistosf
the jihad« than hierarchic leaders and, therefore, quickly replaceable.
If individual people of a terrorist organisation get killed or force is
used on its adherents, the idea of jihad will rather win than lose popularity.
Because of that, a theological and political analysis of the ideology
of the Islamic terror, by the western-Christian communities and the muslirn
parishes, must become the aim of all efforts.

die schwierige Balance zwischen Sicherheit und Freiheit

The terrorist attacks in Madrid (March 2004) and London Uuly
2005) Iiave increased the pressure on the EU to improve strategies and
instruments of its counter-terrorism policy. The specific structure of
islamic terrorism calls for adjustments with regard to new terrorist actors,
motives and potentials. The design and development of an effective policy
against terrorism, however, faces a wide range of challenges. One of the
most fundamental is the problem of finding an appropriate balance between
internal security and the protection of civil liberties of EU citizens.
In dealing with terrorism the EU has already decided r several measures
that not only undermine civil liberties but are of questionable effectiveness.

Europeans Fighting Proliferation:
The Test-Case of Iran

The EU was driven by the Iraq experience to produce its own
strategy against WMD proliferation, and induced by the USA's implied threats
against Iran to seek a non-violent solution to concerns about the latter's
nuclear Programme. EU-Iran negotiations have to date not solved the problem,
for reasons that include the EU'S own internal divisions of authority
and its weakness in terms of leverage: but they continue to hold the stage
and have at least won time. The EU would do well meanwhile to consider
investing more in parts of its WMD strategy that are lower-risk and more
under its own control, such as sharing export control expertise and funding
safe destruction Programmes.

After 9/11 the UN Council decided that all persons that were
involved into terrorist attacks should be brought to just ice but the
US war against the Taliban in Afghanistan lacks UN legimation. The war
in Iraq, torture and Guantanamo createc even more terrorists and the most
obvious consequences of this development were the attacks in London and
Madrid. In 2004 Germany released counterterrorism laws including the extension
of the authority of secret services and the enforcement of new laws for
tl-ie safeguarding of aircraft. Originally all these laws were limited
to five years but so far they have not been withdrawn The article evaluates
the sense and nonsense of these laws and outlines useful political options
to fight terrorism.

Die Krise Frunda: Das Dilemma
der ungarischen Rumänen

Taking as its starting point the recent Romanian controversy
over majority-minority and state-nation relations, this article explores
the political representation of ethnic Hungarians in Romania. It critically
reviews the history of the DAHR, the main political organisation of Hungarians
in Romania, from its founding to the present day, discussing the DAHR's
constitutional principle of including various platforms under a single
roof, analysing the major actors and their struggles for influence within
the alliance. Reflecting the fact that the role played by ethnic Hungarians
in Romanian political life can be decisive, the conclusion takes the results
of the analysis to make more general remarks on political CO-operation
and future inter-ethnic relations.

In the Name of the Pater, or Why
Democracy Remains Absent from Central Asia

The independence of the Central Asian countries has not been
accompanied by transition towards democracy. This process is prevented
through the dominance of neopatrimonial Patterns of governance, which
combine new formally existing democratic institutions and the traditional
persistence of the patrimonial System of rule. Two basic characteristics
of this type of rule are its rootedness in the traditional societal structure
and the misuse of the imprecise legal framework. The international community's
attempts to contribute to the democratisation of Central Asia are largely
unsuccessful and will remain so until there is clear domestic preparedness
for reform.

Abstract: Like all former Warsaw Pact states the Bulgarian forces also
face the task of reducing and restructuring. With this, their integration
into the democratic state under the rule of law plays an important role
in this process. This article analyses specific Bulgarian problems and
possible approaches to solve them.
